	Conemaugh Township Cambria County Johnstown, Pennsylvania ZONING ORDINANCE SECTION 1419 STORMWATER MANAGEMENT

NOTE: DRAINAGE IN CONEMAUGH TOWNSHIP IS SPLIT BETWEEN THE LITTLE CONEMAUGH AND STONYCREEK RIVER BASINS. MANDATORY STORMWATER CONTROLS (see Ordinance Page) PURSUANT TO A COUNTY WIDE COMPREHENSIVE STORMWATER CONTROL PLAN ARE IN EFFECT FOR THE LITTLE CONEMAUGH RIVER WATERSHED. AREAS OF THE TOWNSHIP WITHING THE STONYCREEK DRAINAGE BASIN ARE NOT SUBJECT TO THE COMPREHENSIVE STORMWATER CONTROL PLAN, BUT ARE SUBJECT TO THE CONTROLS OF THE FOLLOWING ZONING ORDINANCE SECTION.

SECTION 1419 STORM WATER MANAGEMENT
No buildings or structure shall be erected, constructed or altered unless the entire parcel conforms to storm water management standards within a period of 120 days from the date of issuance of a building permit or initiation of construction, which ever comes first. Where this Section is stricter than other provisions of this Ordinance and other ordinances of Conemaugh Township this Section shall prevail. Single family residences which total driveways and building do not exceed 20% of lot area and farm operations which buildings and impermeable surfaces that do not exceed 10% of lot area are exempt.

A. General Standards

1. No property shall be developed through the erection of buildings or structures so as to increase the velocity, or volume of storm water runoff in any given storm event.
2. No natural water course may be altered so as to divert the location or amount of flow at the point where it leaves the parcel.
3. Embankments or detention basins may not be more than two feet in height. If special, specified site restrictions require construction of a deeper basin, it shall be by special exception only and detailed plans showing safety features (low interior slopes or fencing, for example) shall be submitted with the application.
B. Specific Standards.
- 1. Storm water management standards may be met for a single family residential structure in (AA/R1, A/R2, R3 and C Districts) by construction of a storm water detention or retention basin of an area equal to the roof area and drive way area on the parcel with embankments of 12 inches. Such structure must comply with the erosion and sedimentation standards set forth in Section 25 Pa. Code Chapter 105.
- 2. Any development not covered by subsection (B)(1) above shall at a minimum provide for the following information and design structure and criteria from a registered professional engineer experienced in the design of storm water management devices.
  - a. Calculations of flows from the 100 year 24 hour storm, using best available techniques and data.
  - b. Design of storm water management device which will utilize best available techniques to control storm water runoff.
  - c. During site plan approval process consideration should be given to creative and innovative storm water management solutions which enhance environmental, habitat or aesthetic values.
- 3. The Township Supervisors may adopt by resolution forms and formulas for the submission of runoff calculations for storm water drainage facilities.
